Understanding the highway code
The highway code comprises all the rules governing the use of public roads. It applies to different road users:
- Pedestrians
- Drivers of all types of vehicles
- Persons accompanied by animals
It is important to note that vehicles running on rails are not subject to these general regulations. However, they must comply with two essential elements: instructions given by authorised officers and traffic lights.
Definition of traffic areas
The public road encompasses all areas accessible to road traffic, bounded by private properties. This includes car parks of shops that are freely accessible, even if they are primarily intended for customers.
The different components of the public road include:
- Roads and carriageways
- Areas reserved for pedestrians
- Cycle paths
- Verges and pathways
- Special zones such as bus lanes
- Squares and roundabouts
- Motorways and dual carriageways
The concept of a public place extends beyond the simple public road and includes:
- Traditional public spaces
- Restricted access areas (such as hospital or barracks grounds)
- Certain private spaces for collective use
In all these locations, serious offences such as hit-and-run, drink-driving, failure to comply with alcohol limits or driving without insurance are punishable.
